A short time before the inquiry the developers released much more information, significantly adding to and changing their planning application. Apparently this is perfectly within the rules even though it effectively bypasses the local planning process.

After objections, the developer agreed to delivering a letter to all affected householders. Some 400 people attended the public meeting.

An objection has been lodged because much evidence which should have formed part of the primary planning process has only been introduced at this stage, thereby bypassing public scrutiny.
